Introduction

The current MEES floor of EPC E is widely expected to rise to C — for new tenancies from 2028 and all tenancies from 2030. Government consultation closed in 2024 with strong industry pushback and final regulations in force since 1 May 2026. Either way, prudent landlords are upgrading now. Here's how.

Current status of the rules

The legal floor remains EPC E under the 2018 Minimum Energy Efficiency Standards (MEES). The 2024 consultation proposed C for new tenancies from 2028 and all tenancies from 2030. Final regulations in force since 1 May 2026 with possible date adjustments. Either way: the direction is clear.

Get a current EPC

Many EPCs are 8–9 years old and based on out-of-date assessment methodology. A fresh assessment (£60–£120) often gains a band on the same property — particularly if you've fitted LED lighting or a new boiler since the last one.

Cost-effective uplifts

Loft insulation to 270mm (£400–£600). Cavity wall insulation where applicable (£500–£800). Hot water cylinder jacket and pipe lagging (£60). LED lighting throughout (£100–£200). Smart heating controls (£200). These typically lift a D to a strong C.

Bigger upgrades

Replacing a G-rated boiler with an A-rated combi: £2,500–£3,500 plus 2–3 SAP points. Solid wall insulation: £8,000–£15,000 plus 4–6 points. Air source heat pump with insulation: £8,000–£14,000 after grant, plus 8+ points. Solar PV with battery: £6,000–£9,000, 2–4 points.

Cost cap and exemptions

Currently the cost cap for upgrading to EPC E is £3,500. Expected to rise to £15,000 for the C threshold. If you spend up to the cap and still can't reach C, you can register an exemption on the PRS Exemptions Register valid for 5 years.

Grants and support

Boiler Upgrade Scheme: £7,500 for heat pumps. ECO4 for cavity/loft/solid wall on low-income tenant households. Local authority Home Upgrade Grants (varies by council). Norwich Healthy Homes and Norfolk County Council Warm Homes Fund — check eligibility for off-gas properties.

Planning ahead

Installer capacity is already booked 3–6 months out. Tackle one property a year if you have a small portfolio; agree a programme with a single contractor for larger holdings. Don't wait for the 2030 deadline — the last 12 months will be chaos.
