Fire Doors in HMOs: The 2026 Compliance Guide

Introduction
Fire doors are the single most enforced item in HMO licensing. Councils inspect during licence application, renewal and after every fire incident. A non-compliant door is a serious management offence under the HMO Management Regulations 2006. Here's the standard.
What FD30 means
30 minutes of fire resistance under BS 476 part 22 or BS EN 1634-1. Must be tested as a complete door set (door, frame, hinges, intumescent strip) by a UKAS-accredited test house. Certification is documented on the door edge label or a manufacturer's certificate.
Where they're required
All habitable room doors opening onto the escape route — bedrooms, lounges, kitchens (kitchens often FD30S for additional smoke protection). The flat entrance door in a converted HMO must usually be FD60 with intumescent and smoke seals.
Hinges and ironmongery
Three hinges per door minimum, all CE-marked fire-rated. Door closer (Perko, Briton 996 or equivalent) tested for the door type. Latch and lock all CE-marked. Letterboxes on flat doors should be intumescent-lined.
Gap specifications
Maximum 3mm gap around the door at top and sides, 8mm at threshold. Intumescent strip expands 10–15× when heated to 200°C, sealing the gap. Cold smoke seal blocks the lower-temperature smoke that kills before flames arrive.
Self-closers
All FD30 doors must self-close fully into the frame from the open position. Perko chain closers fit invisibly into the top of the door; concealed door closers cost more but look better. Hold-open devices linked to the fire alarm are permitted in commercial-scale HMOs.
Annual inspection
The fire risk assessment must include each door: visible certification, condition of intumescent strips, gap measurements, working self-closer, undamaged surface. Photograph each door annually for the FRA log.
Common failures
Damaged or removed self-closers (the #1 council finding), missing or painted-over intumescent strips, gaps over 4mm where tenants have planed the bottom, blue-tacked notices on doors (compromises certification), missing rating labels. All trigger remediation notices and can suspend the HMO licence.
