Fit and proper person test

All licence holders must pass a fit-and-proper-person test covering criminal record, housing-law breaches, immigration and equality offences. Disclosure failures are themselves grounds to refuse or revoke.

Application process

Apply online via the Norwich City Council licensing portal. Upload current EICR, gas safety certificate, EPC, floor plans showing all rooms with measurements, fire risk assessment and proof of identity. Allow 8–12 weeks for grant of a full licence; you can let lawfully under a duty-to-licence application receipt.

Penalties

Operating an unlicensed HMO is a criminal offence with an unlimited fine or a civil penalty up to £30,000. Tenants and the council can also apply for a Rent Repayment Order of up to 24 months. Repeat breaches lead to a banning order under the Housing and Planning Act 2016.
